The Fuel Crisis That Exposed a Hidden Resource

When the Philippines declared an energy emergency on March 24, 2026, the conversation in Manila immediately turned to imports—more coal, more LNG, more expensive fuel from abroad. But in the laboratories of the Department of Science and Technology, a different answer was being refined: bamboo.

Bamboo Pellets: 12.15 Gigajoules Per Cubic Meter

DOST-Forest Products Research and Development Institute researcher Anniver Ryan Lapuz confirmed that one cubic meter of bamboo pellets can generate as much as 12.15 gigajoules of energy, with one GJ equivalent to approximately 277 kilowatt-hours. These cylindrical pellets, 8–12mm in diameter and 20–30mm long, have higher energy density than wood chips and agricultural residues.

The Co-Firing Pathway

“In coal-fired power plants, bamboo pellets can be used as a co-firing fuel. For biomass-based industries, they can serve as a supplementary fuel source to conventional materials such as bagasse and rice hull,” Lapuz explained. At the household level, they burn denser and hotter than ordinary charcoal.

Why Bamboo Specifically

FPRDI Director Rico Cabangon noted that some bamboo species can grow more than one meter per day—about 4 centimeters per hour—and thrive in poor soil, grasslands, and denuded watersheds. “By turning a fast-growing local resource like bamboo into a fuel alternative, we are helping build a future that is less dependent on finite resources,” he said.

The Biodiesel Numbers That Matter

The United States Department of Agriculture forecasts Philippine biodiesel production at 370 million liters in 2026, up 6 percent from 348 million liters the previous year. Local biodiesel plants may support a B7 blend, according to a July 2026 report. Fuel ethanol imports are also forecast to rise slightly, driven by modest growth in the fuel pool following the energy emergency declaration.

Waste-to-Energy Joins the Mix

The biomass story is not limited to liquid fuels and pellets. In July 2026, the DOE resumed its Special Auction Round for Waste-to-Energy projects under the Green Energy Auction Program, nearly doubling the installation target from 230 MW to 400 MW. Energy Secretary Sharon Garin framed it as a solution to urban flooding: “This is part of the solution—not the only solution—for the flooding in Metro Manila and most of our urban cities.” The Mechanical Completion deadline was moved to December 31, 2028, and eligibility was expanded to include biomass operating contract holders converting to thermal combustion.

The Philippines is discovering that its energy security does not have to be imported. It can be grown, pelletized, fermented, and burned—turning agricultural waste and fast-growing bamboo into baseload power and liquid fuel.
